Hai que loitar contra traslados ilícitos. O artigo 11 da Convención sobre os Dereitos do Neno é contundente:

Os Estados Partes adoptarán medidas contra os traslados ilícitos de nenos e nenas ao extranxeiro e para loitar contra a retención ilícita de nenos e nenas no extranxeiro.

Para este fin, os Estados Partes promoverán para loitar a concertación de acordos bilaterais o multilaterais ou a adhesión a acordos existentes.

Xa no seu preámbulo, a Convención reconoce que en todos os países do mundo hai nenos e nenas que viven en condicións excepcionalmente difíciles e que necesitan unha consideración especial.

Tamén recoñece a importancia da cooperación internacional para a mellora das súas condicións de vida.
