Todos os nenos son importes; eu tamén. Así titúlase a primeira parte da Convención sobre os Dereitos do Neno que ten seis artigos:
Artigo 1: Para os efectos deste Convenio, enténdese que calquera fillo ten menos de dezaoito anos de idade, a non ser que, en virtude da lei que lle sexa aplicable, el teña alcanzado a maioría de idade antes.
Artigo 2: Os Estados Partes respectarán os dereitos establecidos nesta Convención e asegurarán a súa aplicación a todos os nenos suxeitos a xurisdición, sen distinción algunha, independentemente da raza, cor, sexo, lingua, relixión, opinión política ou outra natureza, orixe nacional, étnica ou social, a posición económica, os impedimentos físicos, o nacemento ou calquera outra condición do neno, dos seus pais ou dos seus representantes legais.
Os Estados Partes adoptarán todas as medidas apropiadas para garantir que os nenos estean protexidos contra todas as formas de discriminación ou castigo debido ao estado, as actividades, as opinións expresadas ou as crenzas dos seus pais, ou dos seus titores ou dos seus familiares.
Artigo 3 En todas as medidas relativas aos nenos tomadas por institucións de benestar social públicas ou privadas, xulgados, autoridades administrativas ou órganos lexislativos, a consideración primordial será o mellor interese do neno.
Os Estados Partes comprométense a asegurar ao neno a protección e os coidados que son necesarios para o seu benestar, tendo en conta os dereitos e deberes dos seus pais, titores ou outras persoas responsables deles ante a lei e, para iso, tomarán todo. as medidas lexislativas e administrativas adecuadas.
Os Estados partes velarán por que as institucións, servizos e establecementos responsables da atención ou protección dos nenos cumpran coas normas establecidas polas autoridades competentes, especialmente en materia de seguridade, saúde, número e competencia do seu persoal, así como en relación con coa existencia dunha supervisión adecuada.
Artigo 4: Os Estados partes adoptarán todas as medidas administrativas, lexislativas e outras para dar efecto aos dereitos recoñecidos neste convenio. En canto aos dereitos económicos, sociais e culturais, os Estados Parte adoptarán tales medidas co máximo dos recursos dispoñibles e, no seu caso, no marco da cooperación internacional.
Artigo 5: Os Estados Partes respectarán as responsabilidades, dereitos e deberes dos pais ou, se é o caso, dos membros da familia ampliada ou da comunidade, tal e como establece o costume local, dos titores ou outras persoas que están legalmente a cargo do neno proporcionarlle, de acordo coa evolución das súas facultades, dirección e orientación adecuada para que o neno exerza os dereitos recoñecidos neste Convenio.
Artigo 6: Os Estados partes recoñecen que cada neno ten o dereito intrínseco á vida. Os Estados Partes garantirán a supervivencia e desenvolvemento do neno na máxima medida posible.
