A Platorma de Organizacións de Infancia de Galicia traslada a escena das eleccións municipais de maio de 2019 unha serie de propostas que persiguen mellorar a situación da infancia galega.

A POIG achega aos distintos partidos unha serie de propostas que sitúan a infancia no centro das políticas locais e que recoñezan e garantan o desfrute dos seus dereitos máis fundamentais. Para isto, a intervención dos municipios, como institución máis próxima aos cidadáns, é clave.

Un 20,3% da poboación galega está en risco de exclusión, facéndose especialmente preocupante este risco en fogares con nenas, nenos e adolescentes a cargo ( un 27% de persoas menores de 18 anos).

Compre tomar medidas que revirtan estes datos e que eviten que aumente o número de familias, nenas e nenos afectados por estas situacións de carencia.

O 80% das persoas que foron pobres na infancia seguirán a selo na idade adulta.

Variables como a renda, o nivel de estudos e a situación laboral de pais e nais poden definir a transmisión interxeracional da pobreza (TIP),

Unha realidade complexa e multidimensional na que hai que apostar por un modelo de implicación, vinculación e coordinación de todas as administracións cunha perspectiva de ciclo vital que rache a fenda da desigualdade dende o primeiro chanzo da protección e promoción da cidadanía, a Administración local. 

En Galicia segundo os datos rexistrados no boletín estadístico do Ministerio de Sanidad, Consumo y Bienestar Social, houbo un total de 3.261 nenos e nenas atendidos no Sistema de Protección á Infancia no ano 2017 (últimos datos publicados).

Estes datos reflicten unha realidade de risco e desprotección da infancia, que apela a unha responsabilidade compartida entre toda a sociedade na procura do seu coidado e protección.

A única maneira efectiva de facer fronte a desprotección é a atención  temperá e próxima ás familias, para atallar as situacións de risco que poden ser revertidas.

Neste senso a labor dos concellos é vital na súa posición de proximidade á cidadanía, fortalecendo a rede de servizos sociais comunitarios  básicos  establecendo programas de atención psicosocial para familias con nenos e nenas en situación de risco de desprotección.

A primeira infancia constitúe unha etapa crítica na que tódolos nenos e nenas deben recibir os apoios, educación e coidados que precisen para o seu desenvolvemento persoal. Neste sentido, unha medida necesaria é a extensión da Rede Galega de Atención Temperá para que chegue ós 223 concellos que aínda carecen deste servizo fundamental.

No ámbito da participación infantil, e conforme ás observacións do Comité sobre os Dereitos do neno no seu último informe sobre España, débese garantir que nenos e nenas poidan expresar libremente as súas opinións sobre os asuntos que lles afectan, e o máis importante: deben ser tidas en conta. Na nosa comunidade, 10 concellos contan xa con órganos estables de participación infantil e adolescente, como órganos de consulta no ámbito da política no concello.

Proponemos

  1. Promover a elaboración de plans integrais de infancia e adolescencia a nivel municipal, que dean coherencia a todas as políticas, programas e servizos para a infancia, desde unha perspectiva de cumprimento dos dereitos e que estableza prioridades e metas medibles e temporalizadas baseadas nas necesidades específicas da infancia. Dito plan debe ir acompañado dun orzamento axeitado para a súa execución e partir dun diagnóstico que permita coñecer a situación de partida.2
  2. O compromiso de manter ou incrementar os recursos económicos destinados á  infancia, para garantir a igualdade de oportunidades e a non discriminación dos nenos, nenas e adolescentes, baixo unha perspectiva de equidade. 3

Fomentar a creación de Pactos Locais contra a Pobreza Infantil que inclúan medidas como: fomentar as medidas de redución dos custos dos fogares, aumentar a asignación de recursos para a implementación de políticas sociais de apoio a nenas, nenos e adolescentes  con necesidades especiais… Pedimos especial atención á infancia máis vulnerable como é o caso da infancia da comunidade xitana, infancia en sistemas de protección, infancia de orixe migrante, infancia LGTBI ou infancia con discapacidade
  4. Articular espazos onde se garanta a consulta á infancia e se incorporen as súas propostas na toma de decisións. Promover a creación de órganos locais de participación infantil e adolescente como espazos estables para escoitar e ter en conta as experiencias, necesidades, intereses e propostas dos nenos, nenas e adolescentes nos procesos de toma de decisións
  5. Promover a sensibilización sobre a cultura do bo trato e contra o castigo corporal entre á poboación tanto adulta como infantil é fundamental se queremos erradicar a violencia das nosas sociedades.
